The book “Evolution of public administration in the post-soviet countries” was written by the initiative of the Russian Presidential academy of national economy and public administration. All post-soviet countries took part in writing of this book.
It should be noted that the teaching staff of the Academy of State service under the President of Turkmenistan took an active part in writing of a whole chapter of this book dedicated to the achievements of our country during the years of independence in many fields of life, primarily in public administration, economy and amendments in legislation that laid fundamental foundations for achieving the great goals defined for the future.
On January 14-15, 2021, Gaydar Forum "Russia and world after the pandemic" was held at the Russian Presidential academy of national economy and public administration. A distinctive feature of the current Forum, which was held in a hybrid form (online and offline) was the presentation of the book "Evolution of public administration in the post-soviet countries". During the presentation heads of academies and higher educational establishments of Azerbaijan, Armenia, Belarus, Kazakhstan, Kirgizstan, Moldova, Tajikistan, Turkmenistan and Uzbekistan took part in discussion of the book.
In the section "Evolution of public administration in the countries of the post-soviet countries: 1991-2021." in the format of digital video conference along with other rectors, the rector of the Academy of State service under the President of Turkmenistan Alym Annamuradov delivered a speech who informed the forum participants about the evolutionary development of the Turkmen state during the period of independence, which became a dynamically developing country not only in the entire post-soviet space, but also in the world arena.
In his speech it was noted that under the wise leadership of the President of Turkmenistan major comprehensive strategic programs have been implemented and are being implemented, digitalization processes have begun which significantly accelerate socio-economic development of the country, increase its prestige at the international level and by the initiative of Turkmenistan the UN General Assembly announced the year of 2021 International Year of Peace and Trust.
Large-scale projects are being implemented at a high rate in various industries, the fuel and energy complex, transport and communications sector and others, which are aimed at increasing the country's export potential and the well-being of the people.
During his speech, the rector of the academy drew attention of the forum participants to the results of large-scale transformations initiated by the leader of the nation, which today brought Turkmenistan into a number of dynamically developing states. Independent Neutral Turkmenistan effectively implements democratic processes in the country, reforms and functions of the public administration system.
In this regard, it was emphasized that Turkmenistan consistently studies and implements the advanced experience of many developed countries contributing to the sustainable development of the Turkmen state and further mutually beneficial integration into world geopolitical and geo-economic processes. An important step in this direction is the transition into a bicameral structure of the national Parliament and the adoption of a new Constitutional Law that defines the legal basis for reforming the state representative bodies of legislative power.
The implemented joint projects to improve the educational process develop innovative curricula and master's programs using digital and interactive teaching methods have become a vivid illustration of the effective cooperation of the Academy with foreign countries and international organizations.
It should be noted that the participation of the Turkmen side in the work of such a high and authoritative international forum will further strengthen the cooperation of the state service academy with partner organizations and scientific and educational centers.
In the context of this and concluding his speech, the rector expressed the hope that 2021 will actually become just the year of world peace, the year of establishing relations between countries on full mutual understanding and trust!
