On September 18, 2026, the 5th conference titled "Human Resources in the Era of Digitalization and Artificial Intelligence: Development, Prospects, and Challenges" was held in the city of Khankendi, Azerbaijan, under the auspices of the State Examination Center of the Republic of Azerbaijan. The event was attended by representatives from relevant human resource development agencies of the member states of the Organization of Turkic States (OTS). A delegation from the Academy of State Service under the President of Turkmenistan also participated in the event.
This international event brought together government officials, IT specialists, and experts in digitalization and artificial intelligence systems from the member states of the Organization of Turkic States. The conference served as a key platform for discussing modern approaches to public service development and for sharing experience.
During the forum, experts discussed issues such as enhancing human capital, integrating digitalization and artificial intelligence into management systems, and improving the quality of public services.
During the conference, Maleyka Abbaszade, Chairperson of the Board of Directors of the State Examination Center of the Republic of Azerbaijan, delivered a speech in which she emphasized that the constitutional and institutional reforms underway in the country have created a new governance philosophy focused on close cooperation with the nation's citizens. She noted that a key element of this philosophy is ensuring transparency, meritocracy, and equal opportunities for every citizen in civil service recruitment.
Furthermore, during the conference, representatives of the academy engaged in a productive exchange of views with international experts and representatives of academies of public administration from other countries participating in the forum; this will help synthesize state-of-the-art professional standards, international best practices, and the scientific foundations of civil servant training in the era of digitalization and artificial intelligence, as well as facilitate their integration into national educational and pedagogical activities.
